How can I delete my free tier account (not using it).

Summary:

I'm logged in as administrator (I think since I don't have any other credentials). Screen states my username with (root) behind it but the 'Request tenancy deletion' is greyed out. Hovering says 'This service is not available while the tenancy is not in an active state'. How can I delete my account?
