How can we enable the CTI Media Tollbar in both Redwood and Classic UI at the same time?

Summary: We can't enable the CTI Tollbar to work in both Redwood and ClassicUI at the same time. If we set a new bar as per Create a CTI Toolbar for Redwood the one in Classic UI disappears. Both bars are "enabled" but only the one marked as "default" seems to appear.

Our plan for Redwood go live is in phases, by country, so not all users will switch to it at the same time.

Currently in  Classic UI, the headset icon appears in the toolbar while navigating in Service relates objects (SR etc), this allows agents to click on it, making themselves available to get incoming calls:
