Hub Flow: rules need help

we are trying to convert rules from OPM to the OIA Hub Flow Rules.
current OPM rules is:


in OPM "the other student" is no need to define.
how this will be setup in the Flow?

And what is the function in Flow that is similar as "ExistsScope" and "instanceNotEquals"?
