Restricting Sales Order based on EFF value

Summary:

We are trying to restrict Access to Sales Orders (create/edit/search) based on attribute value from EFF.

We already have restriction based on Business Unit but additionally we'll be requiring to filter out further using this value from EFF field.

Tried using SQL predicate on DOO_HEADERS_ALL and it is not working as expected. The same worked on Custom Business Object.
