Employee unable to copy goal from previous year

Client wants to prevent old plans from being updated, but they want employees to be able to copy goals from previous plans forward to 2024 as needed without changing the set up in previous goal plan. Please see the screenshot below.

Is there any way to make this happen? Thanks.
