How to sync/export the SMS opt outs at Eloqua to other system ?

We are exploring the SMS feature in Eloqua.

After sending a SMS to users and if they reply STOP, the user will be opted out of SMS communications at the phone number level.

How can we sync this SMS opt outs at Eloqua to other end-systems, example, to a system managing customer's preference page where the users can their current preferences and modify it if needed.

Oracle offers BULK APIs for Imports, but not for exports as far as I know.

Have anyone of you implemented this use-case in your project ? Would like to hear from you.
