How to configure so Time and Labor Administrator can approve absences when Line Manager unavailable

We have a requirement to provide Time and Labor Administrators the ability to approve absences if the Line Manager is unavailable. How can we accomplish this?

Content (please ensure you mask any confidential information):

In the event a Line Manager is unavailable due to an unforeseen event, Time and Labor Administrators need to be able to approve the Line Manager's employees' absences. Due to a bug, we have the Time Consumer Sets configured with Absences following Absence Approval Rules. We don't want to flood the OTL Admins with notifications.
