How can we hide certain sections in performance document for employee and line manager

Summary:

We have a Performance goal type and Profile content type section where HR team as a 'Participant' will be adding their inputs and ratings. Hence, either these sections shouldn't be visible to employee and line manager or if we can hide 'Evaluate' button for then but then it shouldn't go away for other sections and still have 'View' button to see the rating and comments.
