Section in PD is restricted to worker and Line manager

Summary: HI,

We have two performance goal section type included in our performance template, Individual KPI and Unit KPI. Worker and LM should evaluate Individual KPI but Unit KPI need to be evaluated by HR team as a participant, hence we restricted worker and LM by applying customization (hidden 'Evaluate' button). In the template, we added processing by role worker and manager as they should be able to see rating and comments added by participant but shouldn't be able to evaluate/update rating-comments in the section.

We marked worker and line manager performance role as 'Not allowed' for updating rating/comments in the section- processing by role. Still getting an error 'You must enter all required Ratings and Comments. (HRA-960348) You haven't entered all required Ratings and Comments on the following sections : Unit KPI.' Hence worker is unable to submit the performance document.
