Why was the SCM Agents Procurement Policy Advisor Setup not on the Readiness Report for 24D?

On an Oracle Office hours call on Monday, December 2nd for RSSP it was mentioned that there was the SCM Agents Procurement Policy Advisor Setup.  I have looked through the quarterly feature lists and I do not see this in any of the releases.  We actually had to google it to find it in the Oracle Applications.  Here is a link to it:  https://docs.oracle.com/en/applications/fusion-apps/fusion-procurement/procurement-policy-advisor/#introduction
