All employees are not visible in OTBI Expense Report

Summary:

Business does not want to provide expense manager role and Expense Auditor role to user who will be using this report. Because of this all users are not fetched in the report for the user without Expense Manager role. Business does not want to assign Oracle Human Resource Specialist role to user because of security reasons.

The users of the report should be able to view all the employees in the prompt of the report even they dont have the above roles added. Please suggest any Privileges or duty roles that needs to be added to view all employees.
