The notification e.mail for performance goal approval stuck in the worklist

Summary:

Bonjour all,

Manager is not receiving notification e.mail when some employees (not all) create and submit their goals. But they are receiving the notification in the bell.

We find out that the notification e.mail was sent, but it is stuck in the worklist and shows an alert saying 'Obsolete'. (see screenshot)

Have you encountered this issue before? What could be causing this behavior and how did you resolve it?
