Performance document and review period

Hi Team

I have a business requirement, where business wants to add Goals in January and have four documents, ist interims starts from 1st feb to 30th april and mid year starts from 1st may to 31st july, 2nd interms starts from 1st Aug to 31st oct and Annual starts from 1 novmeber to 31st Jan. All goals should flow in each document. My review period is 1st Jan -31st dec , but annual is going to close by 31st jan next year and we will launch from 1st jan new goal plan. So here two approaches. Do let me know
