How to derive Tax account in STAT ledger based on Item Expense segment values in Primary ledger?

Business requirement and the issue:

User creates an AP Invoice with below Item Expense account and the Tax account comes from Tax Rate setup >>

Item Expense Account on Invoice: 1400.009831.423.58800.150.000.0000.000.000

Tax Account under Distributions: 1400.009831.000.13013.000.000.0000.000.000

After accounting >>

Primary Ledger:

Item expense: 1400.009831.423.58800.150.000.0000.000.000

Tax Account: 1400.009831.423.13013.150.000.0000.000.000 (LOB & DEPT segments derived through SLA setup)

Secondary Ledger:

Expected Tax Account: 1400.445661.150.0000 (The account must derive on the basis of LOB & DEPT value)

But currently it is coming up as 1400.445664.150.0000 which is incorrect. This combination is coming up as a result of a COA Mapping between Primary and Secondary ledger which is referring Tax Account from Distribution as source, but we are expecting the Tax account derivation on the basis of Tax account in Primary ledger as source.
