Transfer Performance Document Not Working After Global Transfer

Previously, HR Specialists enabled the Performance Goals and Document card for Global Transfers via RUI, ensuring that the Performance Document was transferred seamlessly from the old to the new assignment. However, starting in November and December 2024, we observed that this process no longer works.
Upon reviewing the log for the ESS process 'Perform Mass Update,' we encountered the following error message:
'Logged in person is not HR but does not have manager transfer document privilege. Status returned by Talent API = ERROR. doGTPostProcessingForTalentResponsive: Status being returned = ERROR.'
Has anyone else experienced a similar issue? Could you help identify the root cause and potential resolution for this problem?
