How to restrict 'Share this goal with your organization' checkbox for line manager and employee

Hi team,

We have the following requirements.

1.Only HR admin should be able to access 'Share this goal with your organization' checkbox but it should not be visible for Line manager and employees.

2. When HR adds any role, it should be visible to all employees in the company not just their direct reportees?

Navigation

Login through HR Admin credentials-

My career and performance-> Performance Goals & Reviews-> performance goals-> Click on add-

>Enter goal name & click the checkbox then save & close

Please guide me to this implementation.
