Journey email not going to Pending Worker when added through Recruiting

We have cretead an Enterprise Onboarding Journey with Action "Add Pending Worker".
When creating a pending worker while using "Add a pending Worker" action the journey fires and sends all the tasks to the home email address.

However if we add a pending worker through recruiting and follow the offer process i.e Offer extended and Offer Accpeted by the applicant and send to HR action. The pending worker gets created in core HR but the email doesn't go to the pending worker home email address. We can also see the at the Journey is trigeered and tasks are allocated to the Pending worker but the email doesn't go however the reminders are going to the home email address
