HR can't able to assign performance goals and create performance Documents for a individual person

Summary:

HR can't able to assign performance goals and create standard performance Documents for a individual person.

But same HR can able to create anytime document and able to do mass creation of performance Documents.

Also we tried with different HR users along with seeded roles and facing the same issue
