Redwood - Restrict Library Goals Enabled is not working as expected

Hello,

After enabling the "Restrict Library Goals" profile option. and created library goals for specific departments .. I found the feature is not working as expected and all library goals appearing to all employee regardless the workforce structure fields especially (Departments)
