How to upload performance ratings

Dear all,

We have annual performance evaluation process where we create performance document, assign it to employees, then employees and their managers evaluate employee. Performance document has 2 sections: Goals section and Overall section. Employees are being evaluated based on their goals, so both employee and manager gives star ratings to every goal, system calculates overall score. We have a requirement to mass upload these ratings. Is it possible to do it via HDL, HSDL or any other way? Please, see attachment: the requirement explained further.
