Privilege to create survey and ask question by Line managers

Oracle seeded Line Manager role allows access to create surveys/questions, but our custom Line Manager role does not allow managers to create survey/ questions. I have compared both roles but I can't find the privilege that gives the needed access.

Please which privilege can I add to our custom Line Manager role to give our Line Manager role the needed access?
