Activation throws error for environment it is not connected to

Summary:

I have a very simple orchestration that I am building and testing that currently only contains one Oracle HCM Cloud connection. It is connected to our DEV2 environment. When I attempt to activate this integration, I get an activation error that states that the service endpoint failed to be located, but the URL it shows is DEV1. I am not connected in any way to DEV1, and my connection (which I've included screenshots of below) is clearly connected to DEV2. Why is OIC continuing to try and connect to a DEV1 resource if I've configured everything for DEV2?
