How to display knowledgebase by Keyword only not by Phrases

I am trying to set up knowledgebase in a new way where Answers are grouped into sections. To do that, we removed all keywords, and replaced them with 1 keyword. Like, "Flight Fare" for all entries relating to Flight Fare. 

However, when the agents search that keyword, they are getting all the right Answer IDs i intend AND anything that has "Flight Fare" in the body of the Answer. 

Can we restrict it so that KB is only looking for keyword matches? NOT, matches to the content of the ID? i thought to use answers.keword in run time filter but system doesn't allow to use this column in filter, can anyone has any idea about this.
