Conditional Team Formation(Vehicle and Technician) based on work skill

While creating a team/crew(by drag and drop), is there a way to check certain conditions such as work-skills etc and only if it passes a certain condition allow the creation of the team. The use case here is the client has trucks which will be allocated to a technicians by forming a team. The client wants to ensure that the technician has relevant qualifications/licenses to operate the truck before they could be paired with the truck via a team/crew setup.
