Restrict deliver to location in delivery and billing details section in RSSP and default it

Summary:

We want to restrict the deliver to location to a selected few list of values instead of all the values and default the deliver to location to a single value, DFW Procurement Warehouse in this case, whenever any user creates a requisition.
