Team Compensation page leads to not enabled Change Salary page

Hello!

We want to enable Team Compensation Redwood page, but aren't enable to do so as this page also leads to Change Salary Redwood page. We haven't enabled Change Salary Redwood page yet, as it is not possible to make Action field read only there. But the point is, that it should not be possible to navigate to a Redwood page that has not been enabled from profile option.

Navigation path: My Team →Team Compensation→click on Current Salary→click on Edit Salary Button.

Also, if you click on Change Salary under Actions dropdown menu, it opens in RUI. How does that make sense?
