Users cannot see Performance Goal Library

Summary:

I have added a bunch of test performance goals to our Performance Goal Library, but … I cannot find the Goal Library as a user. (Meaning I cannot see a Goal Library at all, not that specific goals within the library are not showing up.)

From , I know the user must have the following privilege in order to search for library goals:

Use REST Service - Performance Goals List of Values

which I have confirmed all our users have. But when I go to Careers & Performance > Goals > Add, although I am able to add a goal, I do not have an option to select from a Goal Library. (Screenshot attached.) Is there some other setting (or privilege?) we need to turn on?
