Report used as Announcement on Customer Portal

Hello all,
I'm hoping someone could help guide me in the right direction with a specific report my organisation is using as an announcement on our customer portal homepage.
I could see that this report was created to grab the answer summary from an answer, using the contents of that answer as the contents of an announcement.
However, it was created by a colleague who has since left, and has not been used in a long time. I am unable to figure out what exactly was done to get contents showing in this report.
I would like to be able to understand this report for future use. I've attached a screenshot of the report summary, any help is appreciated.
