Grade Ladder Progression Not Pulling through Grade Step Salary in Salary Screen

We are using Grade Ladder Progression . We are finding that Salary associated with Grade Step not auto populating in Change Salary Screen or Salary History. Showing as 0 .

Employee record created via Hire Pending Worker Flow. They are put on a Grade Ladder, Grade and Grade Step. The Steps all have associated salaries.

When the pending worker has been converted to an Employee , we go to the Change Salary screen . I assumed once you add the Salary Basis on this screen that the correct salary associated with the Grade steps would auto populate the amount . It does not do this . All of the Grade details are populated in this screen but no Salary Amount , even when I populate the Salary Basis value.
