Access to Edit Single Sign-On?

Hi!

I asked this question to support and they sent me here! Help! I need to know exactly what access a user needs to be able to get to: Settings > Users > Single Sign-On > Identity Provider Settings. And, of course, how to give them that access. We're migrating our instance to a new identity and access management solution and need access to this tool/setting.
