How to Suspend a Plan and Generate a Pending Action After Changes to Life Insurance Beneficiaries?

I have a process for a client's life insurance where, when making any changes to the beneficiaries, such as: adding a new beneficiary, redistributing percentages, or removing a beneficiary from the insurance, after any of these changes occur, the plan should be suspended, and a pending action should be generated. Natively, the system does not allow this, only when new beneficiaries are added. Would it be possible to achieve this via Fast Formula? Has anyone encountered a similar case and could help with tips or a Fast Formula model for this situation?
