unable to delete benefits option in the plan

We are currently looking to change the coverage starting from 2025. At present, we have coverage associated with the existing plan, but no rates available. I would like to know the best practice and where exactly we need to specify the 1/1/2025 effective date.

To provide context, I have created an option effective from 1/1/51, then added the plan type in the option effective from 1/1/25. I inactivated the current option in the plan as of 12/31/24 and added the new option starting 1/1/25. Following this, I created coverage with the new option and plan effective from 1/1/25.

However, when we ran the process, the plan did not evaluate the new coverage with effective date as expected.
