Want to make certain fields visible to HR for Employees on Compensation Info page

Hi,

Trying to hide fields for HR and employees themselves but HR should able to view for employees only. Tried through VB studio as the page is in Redwood but don't see any option of - When is the rule applied?

Can any one suggest another option to hide for self and viewable for others info for HR roles.
