Conditional Approval for Goals during Performance evaluation

Summary:

We have a requirement where the customer wants conditional approval for the Goals added by the Employee:


Case1: Client assigns the Goal Plan > Employee adds Goals to the plan > Manager Approves and the Goal is added.

Case2: Client assigns the Performance document (including Goals section) > Employee adds additional Goals to the plan > Goals are added without approval.

As the manager is going to review the Goals during the Performance evaluation, they do not want additional approval to the Goals added during this period, but need an approval when Goal plan is assigned initially. With the current setup, employee is being redirected to the Goals center and the same approval rule is followed during performance evaluation as well.
