Automatic assignment of service request for manual queue changes

Good day,

I have two queues that are being used for a specific service request category. For the first queue the case is assigned using service assignment rules to check the category and assign to the queue. After the first queue assesses the case they will then manually change the queue to the other queue but the assignee doesn't update based on the resources that have been allocated to that queue.

Can someone please assist me with how to get the case to assign a resource based on the new selected queue? I have tried to set a new service assignment rule for this but doesn't seem to work.
