Goal shared within organization is cascading through local managers

Hello Everyone!

One of our managers shared a goal within his organization. The expectation was that it would have been only shared with employees who are within the organization as People Managers. Employees connected through Local Manager Type also have this goal under "Goals Shared with Me" section. Could someone please confirm if it is expected behavior and if there is an option to control it(turn it off for Local Manager types)?
