Unable to create Orders from Redwood UI as Menu with Quick Actions are not visible in Home Screen

We are unable to find the Quick Action menu in any Subject Area in one of our instance.

Redwood feature is enabled in Order Management. The option to Create Sales Order in Redwood is shown in Quick Action Menu as per Oracle documentation.

Is there any other way to select the Create Order option (in Redwood) other than from Quick Actions menu.

Also please share any setups/configuration required to have this Quick Action menu displayed.
