significance of linking a bill to site to a ship to site

Whenever we create a 'Ship-to' site (Purpose : Ship to), then it gives an option to add the bill to site associated to it. What is the significance of this? From Order management perspective, I am able to add the ship to site even when the bill-to site is not linked.
