Redwood: How to disable the key attributes but allow update of Goal progress by employees?

The requirement is to enable the employees and line managers to be able to update the goal progress (completion percentage, achieved weight, actual value) section only after goal setting due date has been reached. This is to ensure that the employees do not change the key attributes (name, description, target date, measurements) during performance evaluation.
