How to allow particular role only to use Internal Note" and forward options for compose button

Summary:

we want to allow users of particular role only to use Internal Note" and forward options for compose button in message subtab of service request.

under compose button we have 4 options - customer entry , forward ,internal notes , response

client requirement is , only user of particular role should be able to access to internal note and forward options. rest of the options should be hidden or some error message should be thrown

How to implement this ? as compose button menu is standard functionality , we cannot edit it at page layout level neither at some validation rule
