How can I create a report that shows all answers with no review date?

I'm trying to set up a report that shows all public answers in our Knowledge Base that do not have a review date set. I would have thought that a filtering on answers where answers.status_id = Public and answers.expires = No Value would do the trick, but that just gives me a list of all 488 currently published answers.

I can sort the report on Expiration Date to find answers with no review date, but what I want is a report that only shows answers with no review date.
