Rehire Employee within a month after termination/ineligible when rate end date is end of month?

We had set the Previous coverage end date as "End Of Month" as per their requirmeent but a person was rehired as of the same month but its throwing the Element entry issue.

How can we process the New Hire/Hours change eligible if the previous Life event like Termination/Hours change ineligible has end dated the plan as of end of the month?
