Defaulting attachment category from "Internal to Requisition" to "To Approver" for RSSP SmartForm

Summary:

We have a requirement to Default the attachment category to 'To Approver' for Smart Form Requisition.

We have used the VB Studio to create the rule to reflect this based on the Update 25A: Extensibility Capabilities in Redwood(Responsive) SSP Application.

However, the default attachment category still comes up as Internal to Requisition.
