Remove employee manual section rating drop down from summary section of performance document

Summary:

I am creating a performance document where the employee is NOT allowed to submit ratings for themselves, only comments. Once I create the performance document and login as the employee to go through the evaluation, I am seeing the section rating drop down menu (circled in red) appear for the employee even though I have left the box in the configuration that says "enable manual section rating" UNCHECKED so this drop down should not appear. I also checked the "processing by role" area of the configuration and there is not even a column visible that has anything to do with
