Redwood: Issue with Initiate Job Requisition for Hiring Manager

Restrict Hiring Manager to initiate job requisition using Job only

Business requirement is to initiate Job Requisition for Hiring Managers using only Job. Hence, we removed other privileges except 'Initiate Job Requisition Using Job'. This is working as expected in RUI.

However, as part of 25A upgrade, when Redwood was enabled for Create Job Requisition flow, we noticed change in behaviour in Redwood. Hiring Manager is able to initiate job requisitions using template, blank requisition and existing requisition in addition to Job even though privileges were not in place. This issue is only on Redwood. RUI is working as expected with the same Hiring Manager role. Attached are the screenshots for quick reference.
