How to configure panels so it will based on field value

Summary: I am configuring panel container with supposed to be different criteria(cases) with this code:

$base.page.variables.row.OrganizationDEO_BTAccountRecordType_c== 'CRM_CUST_CONTRACT' but this is not working even if this is similar from a code sample from one of the documentations. I even used $fields.OrganizationDEO_BTAccountRecordType_c.value() == 'CRM_CUST_CONTRACT' but it is not also working.
