Oracle Touchpoints-Can HR Representatives access touchpoints?

Oracle Touchpoints is reserved for managers and employees and for a team based interactive experience. Can it include HR representatives in a supervisory role over managers as well, to monitor the rate of interactions between the managers and the employees?
