Report to count responses but include incidents with no responses

I have a report of incidents to show the current status of all of the incidents for a team. They want to add a column that shows the number of responses to each incident to date. I can get a report that only shows incidents that have been responded to using a filter on the transactions.trans_type to be Response Sent. But when I add the transaction type of None to that filter, I don't get the incidents that have also had no responses, I still only get the incidents that have had a response. I need to
