How to enable automatic error notification to the user in the expense report approval workflow?

Summary:

We created an approval workflow and are validating that the conditions added to the rule are satisfied.
We expect that when the expense report does not meet the rule, the user will automatically receive the error notification.

Currently, the notification shown in the image is only sent when 'Terminate Process' is selected from the transaction console.

We need the notification to be automatic, when it is identified that the approval rule is not met.

We have currently identified that for the cash advance approval workflow, a notification is sent to the user when a cash advance is submitted for approval but does not meet the rule. We need the same behavior for Expense Reports.
