Allocate checklist to pending worker

I want to allocate the checklist (Onboarding) to 3 pending workers that were added in the production site. The problem is I cannot find the pending workers when searching for the person. All of the pending workers have a user account with a role. How can I find the pending workers so I can allocate them to the onboarding?
